Dr. Heera Lal
Dr. Heera Lal is an Indian Administrative Service (IAS) officer from Uttar Pradesh, currently serving as the Special Secretary in the Irrigation & Water Resources Department of the Government of Uttar Pradesh. He is also the Chairman and Administrator of the Greater Sharda Sahayak Command Area Development Authority.[1][2]

Early Life and Education
Born on July 1, 1967, in village Bagdeeh, District Basti, Uttar Pradesh, Dr. Heera Lal spent his formative years in a rural environment immersed in agricultural practices. He earned a B.Tech. in Electrical Engineering from G.B. Pant University of Agriculture & Technology, Pantnagar, Uttarakhand in 1990. Subsequently, he pursued a Master's degree in Public Administration (MPA) from Maxwell School of Syracuse University, USA, during 2009-10. Dr. Lal completed his Ph.D. on "Role of ICT in Achieving Good Governance" from Dr. A.P.J. Abdul Kalam Technical University, Lucknow, and is currently pursuing a D.Litt. from Dr. Ram Manohar Lohia Avadh University, Ayodhya, focusing on the role of communication in achieving good governance.[3]
Career
Dr. Heera Lal commenced his career at NTPC as an Engineer in March 1993 and transitioned into the Indian Administrative Service in 2009. Throughout his tenure, he has held several pivotal positions within the Government of Uttar Pradesh, including Managing Director of UP Small Industry Corporation, Special Secretary in various departments such as Culture, Rural Development, Labour, and Home Guard, and as District Magistrate of Banda. He has also served as Additional Mission Director for the National Health Mission, Uttar Pradesh, and Additional Project Director for the Uttar Pradesh State AIDS Control Society, Lucknow.
